Part 2: Consultant Ilsa Flanagan (FrameWorks Institute) will report on the National Human Services Assembly's multi-year initiative to disrupt and shift the public discourse on human needs. Ilsa is a National expert on mobilizing communities to build a deeper public support for human services. Ilsa uses research-based communications from the FrameWorks Institute to show which values and mataphors help the public and policy makers think more productively about systemic solutions to complex issues such as aging, homelessness, mental health and youth development.
